Our Promise Applications
The Victim Compensation and Government Claims Board (VCGCB) is pleased to announce a new and improved Our Promise application process. As of January 13, 2014, the VCGCB has entered into an agreement with the United Way California Capitol Region (UWCCR). The UWCCR will assume responsibility of the Our Promise application process while the VCGCB remains the governing authority over Our Promise.

When can I receive a 2014 Our Promise Application?
The VCGCB no longer produces Our Promise applications. The 2014 Our Promise application is a paperless process. Applications can only be completed and submitted online through the United Way California Capitol Region’s website. To submit an application, please apply online.
When will I receive a pre-populated application?
The VCGCB no longer sends pre-populated applications to organizations. The 2014 Our Promise application is a paperless process. Applications can only be completed and submitted online through the United Way California Capitol Region.
What is the filing period to file an application?
The United Way California Capitol Region has set its filing period from 1/21/14 to 2/28/14.
Do I have to be affiliated with a United Way Agency to participate in Our Promise?
No. Organizations may choose to file as a non-affiliate.
Where do I send the 2014 Our Promise application?
Do not send your application directly to VCGCB. The new application process is a paperless procedure. Applicants must complete and submit an application online through the United Way California Capitol Region.

All applicants must certify their exempt status under California Revenue and Taxation Code section, 23701(d) and United States Internal Revenue Code section 501(c)(3). Furthermore, all applicants must also certify compliance with the California Fair Employment and Housing Act, Part 2.8 (commencing with Section 12900). Staff verifies the 501(c)(3) status of every applicant with the Internal Revenue Service.
